Guidance:

If the passport booklet does not have ECR/ECNR printed, the applicant would be deemed to have been granted ECNR status. No ECNR stamp will be affixed on the passport.

New Passport booklets do not carry the ‘ECR/ECNR’ imprint
- You are eligible for ECNR status if you fall in any of the following categories:
- All Income-Tax payers (including Agricultural Income-Tax Payees) in their individual capacity. Proof of assessment of income tax and actual payment of income tax for last one year or copy of PAN card should be submitted.
- All persons having educational qualifications of matriculation and above
- Spouses and dependent children of the above
- Seamen who are in possession of CDC or Sea Cadets, Deck Cadets
- All persons who have passed final examination of three years B.Sc. Nautical Sciences Courses at T.S. CHANAKYA, MUMBAI; and
- All persons who have undergone three months Pre-Sea training at any of the Government approved Training Institutes such as T.S.CHANAKYA, T.S. REHMAN, T.S. JAWAHAR, MTI (SCI) and NIPM, CHENNAI, after production of identity cards issued by the Shipping Master, MUMBAI/KOLKATA/CHENNAI.
- All Persons holding Permanent Immigration Visa, such as the visas of UK, USA and Australia.
- All persons possessing two years diploma from any institute recognized by the National Council for Vocational Training (NCVT) or State Council of Vocational Training (SCVT) or persons holding three years’ diploma/equivalent degree from institutions like Polytechnics recognized by Central/State Governments.
- Nurses possessing qualifications recognized under the Indian Nursing Council Act. 1947.
- All persons above the age of 50 years
- All persons who have been staying abroad for more than three years (the period of three years could be either in one stretch or broken) and their spouses.
- All children up to the age of 18 years of age. (At the time of re-issue at the age of 18 years, ECR stamp will be affixed, if applicable).
- No emigration clearance is required for visiting Bangladesh, Pakistan and all countries in Europe (excluding CIS states), North America, Australia, Japan, New Zealand, South Korea, South Africa and Singapore.

- Attach supporting documents What is required:
- All previous passports in original, current passport in original and photocopy of the first five, last two pages, and of the page containing visa of the current passport
- Proof of Status:
- Clear colored Photocopy of Green Card, Employment Authorization Document or other visa documents
- If application for Green Card/EAD/Visa is pending/being processed, document should be submitted
Note: B1/B2 visa holders are temporary visitors to U.S. and therefore we cannot issue passport to them.
- Proof of Residence:
- Driving license or
- PG&E, Water or landline telephone bill displaying applicant’s address or
- House Lease Agreement or
Note: Bank/credit card/mobile phone statements are not accepted as residence proof
- When applying in person, please carry originals of all the supporting documents, photocopies of which you are enclosing with the application. The originals have to be presented to the Consular Officer
- If applying by mail, Photocopy of all supporting documents should be notarized and attached to the application. If original supporting documents are enclosed, there is no need of notarization. When the original passport is enclosed, there is no need to notarize photocopy.
FEE :
- A non-refundable fee of $ 10 (ten)
- Fees should be paid through money order or cashiers’ cheque drawn in favour of the ‘Consulate General of India, San Francisco’. Personal cheques, credit cards or other banking instruments are not accepted.
- The Consulate is now accepting Debit Cards with a service charge of $3.00 (three) at the counter.
Processing Time :
- The normal processing time for completion of all cases is 10 business days unless otherwise specified
- The processing time indicated above does not apply to cases where references have to be initiated; lost and damaged passport cases; and in cases where the passport has not been renewed for more than six months after the date of expiry
